BPS SUPPLY CHAIN SECRETARIAT: About the BPS Supply Chain Secretariat

The BPS Supply Chain Secretariat is a division of the Ontario Ministry of Finance. The office supports the adoption of leading supply chain and back office practices among the province’s health and education sectors that comprise the broader public sector.

The BPS Supply Chain Secretariat oversees implementation of the BPS Procurement Directive, which sets out procurement rules in the purchase of goods and services with public funds under the Broader Public Sector Accountability Act.

It manages the OntarioBuys program, which provides funding and advice to a wide range of projects that help broader public sector organizations modernize their supply chains and other back office processes.

Service Standards

The BPS Supply Chain Secretariat is committed to its project applicants.

We will acknowledge the receipt of project overviews. Applicants can expect feedback within 4-6 weeks from receipt of the proposal.

We will acknowledge the receipt of business cases.  Applicants can expect feedback within 8 weeks from receipt of the business case.

Clients can expect the BPS Supply Chain Secretariat to provide a response to inquiries about the BPS Procurement Directive or the OntarioBuys program within 15 business days of receipt.

  • For complex inquiries, an interim reply that includes the expected date for a response shall be provided within 5 business days.
  • For electronic correspondence, an acknowledgement of the receipt of the communication will be provided within 2 business days.

For the period 2011-2012, the BPS Supply Chain Secretariat provided feedback to 100 per cent of project overviews within four-six weeks from receipt of proposal and 100 per cent of business cases within eight weeks.

The BPS Supply Chain Secretariat also responded to 90 per cent of inquiries about the BPS Procurement Directive and the OntarioBuys program within five days, for complex inquiries, and two days, for email correspondence.

The BPS Supply Chain Secretariat expects to maintain or improve its response time for 2012-2013.
