When the Ontario Municipal Partnership Fund (OMPF) was introduced in March 2005, the government committed to update the grants as more current social program and police cost data become available.
I am pleased to advise you that in addition to the January 2008 upload of municipal Ontario Drug Benefit (ODB) costs by the Province, we have also completed the final 2006 OMPF and 2007 OMPF reconciliations. The process has not resulted in any additional payment for your municipality. We hope that the attached 2006 and 2007 reconciliation information will be useful for your records.
2006 OMPF Final Reconciliation
The 2006 OMPF reconciliation reflects final 2006 data for:
The 2006 Final Reconciliation – 2006 Allocation Notice for your municipality is enclosed.
As previously committed by the government, the Stable Funding Guarantee for the 2006 OMPF ensures that the final reconciliation has not resulted in reductions in the 2006 OMPF allocations for any municipality.
This is the final 2006 reconciliation. There will be no further reconciliation of the 2006 OMPF.
2007 OMPF Final Reconciliation
The 2007 OMPF reconciliation reflects final 2007 data for:
The 2007 Final Reconciliation – 2007 Allocation Notice for your municipality is enclosed.

This is the final 2007 reconciliation. There will be no further reconciliation of the 2007 OMPF.
Municipalities can refer to the enclosed 2006 and 2007 Municipal Workbooks for detailed calculations of each OMPF grant component identified on their respective allocation notices.
Social Programs Cost Reports
Municipalities will be able to chart both the final 2006 and 2007 social programs costs through the enclosed Social Programs Cost Reports prepared with the assistance of the Ministry of Community and Social Services and Ministry of Children and Youth Services.
We are pleased with the feedback municipalities have provided on the usefulness of these reports and will continue to issue them in conjunction with future updates to the OMPF to reflect more current data.

Provincial-Municipal Fiscal and Service Delivery Review and 2009 OMPF
Provincial-Municipal Fiscal and Service Delivery Review and 2009 OMPF The Provincial-Municipal Fiscal and Service Delivery Review report, which may have implications for the OMPF,is expected later this Fall. However, we recognize the importance of providing municipalities with a clear direction on the 2009 OMPF in time to support their budget planning cycle. We intend to give municipalities some certainty about their 2009 OMPF allocations as soon as possible. As stated in the Ministers' letter to Heads of Council in March 2008, the OMPF must remain responsive to changes in municipal circumstances, and provincial support will only be provided in respect of costs that are actually incurred by municipalities.
Reporting Requirements
Please ensure that you have provided the 2007 Financial Information Returns and the 2008 Tax Rate By-Laws to MMAH so that your municipality’s data are up-to-date for 2009 calculations.
