Dear Treasurer/Clerk-Treasurer:

The Ministry of Finance (MOF) has now completed the final reconciliation of your 2009 Ontario Municipal Partnership Fund (OMPF). While this process has not resulted in an additional payment for your municipality, I hope that the attached 2009 reconciliation information will be useful for your records.

2009 OMPF Final Reconciliation

The 2009 OMPF reconciliation reflects final 2009 data for:

  • Social assistance benefit program costs (Ontario Works (OW), and Ontario Disability Support Program (ODSP) benefits);
  • Contracts for Child Care;
  • Inter-municipal cost-sharing agreements; and
  • Ontario Provincial Police and municipal police costs.

The 2009 Final Reconciliation – 2009 Allocation Notice for your municipality is enclosed. This is the final 2009 reconciliation. There will be no further reconciliation of the 2009 OMPF.

No municipality will see a decrease in its 2009 combined benefit as a result of the final reconciliation.

MOF is currently finalizing both the 2009 OMPF Social Program Costs Reports and Municipal Workbooks. These supporting documents will be distributed to municipalities within the coming weeks.
 
Reporting Requirements

I would also like to remind you that, as in previous years, municipalities are required to submit the following to the Ministry of Municipal Affairs and Housing (MMAH):

  • their 2010 Financial Information Returns (FIRs) by May 31, 2011; and
  • their 2011 tax rate by-laws by September 30, 2011.

Failure to meet these reporting requirements may result in the withholding of 2011 and subsequent OMPF payments until these documents have been provided to the province.
