All municipalities in Ontario will benefit from infrastructure funding under the Investing In Ontario Act. The allocation is shared among all municipalities, primarily on a per capita basis based on their 2006 census population.
In some areas of the province, there are two levels of municipal government (e.g. upper tier municipalities such as regions and counties and lower tier cities and towns), that share responsibility for municipal services. The per capita allocation for these areas will be shared between the upper-tier and lower tier municipalities.
The degree of responsibility for infrastructure investment between the upper and lower tier municipalities varies considerably across the province. To achieve a fair allocation between an upper tier and its lower tier municipalities, the upper-tier municipality will receive its share of funding based on its share of the total municipal capital investments in the area over the 2001 to 2005 period. The lower-tier municipalities will share the remaining amount on a per-capita basis. The investment data is submitted by all municipalities to the Ministry of Municipal Affairs and Housing and maintained in their Financial Information Return database.
